Grant Purpose - Development of a new Pathways Out of Poverty plan is under way, including evaluation of progress since 2000; reconsideration of the program's goals, objectives, and strategies; and development of new outcomes sought and baseline data. The primary purpose of this project is to solicit and disseminate the opinions of top scholars regarding key policy initiatives that will most help reduce poverty over the next decade. This grant to Brookings Institution will enable the team to incorporate external, expert perspectives into the strategic planning process. Founded in 1927, Brookings Institution is an independent, nonpartisan organization devoted to research, analysis, education, and publications focused on policy issues.
