Grant Purpose - The program goal is to promote citizen participation in decisionmaking processes through supporting a leading Russian public policy center and its efforts to strengthen other regional public policy centers in Russia. During 2008-2010, Strategy Center will continue its programs in the areas of budget transparency, corruption prevention, and public monitoring of government bodies. It will add a new advisory function to assist informal citizen participation in social and economic rights protection activities. In addition, Strategy Center will provide information services, networking opportunities, and technical assistance to other Russian regional public policy centers. Established in 1993, Strategy Center is a prominent, independent, analytical institution which links community initiatives and nongovernmental organization advocacy efforts with public policy development. It has recently helped establish six new public policy centers in Russia and regularly supports the work of over 70 other such institutions.
