But when it comes to the state's budget, some say it's one of the worst.

That's why the Arizona Republic has compiled a list of the state's best and worst public schools, based on student test scores, graduation rates, and other metrics.

The top 10 schools: Phoenix Country Day School: The only independent college preparatory school in the Phoenix area.

Midwestern University: The only for-profit college preparatory school in the state.Paradise Valley Unified School District: One of the state's largest school districts.

North Valley Arts Academies: The school district offers arts and science classes, JROTC, and more.

Chandler Union High School District: One of the state's largest school districts.

Mesa Union High School District: One of the state's largest school districts.

Tucson Union High School District: One of the state's largest school districts.
