John Day plans to apply for grants to rehabilitate the former planer and sorter shed at the Oregon Pine mill site.
The cityas goal is 60 percent grants and 40 percent loans for the $10 million-plus project.
The council also gave its consensus to apply to a $40,000 planning grant from the state Department of Parks and Recreation to help the public understand plans for a new public swimming pool.
