Novato City Council delayed a decision this week to ease restrictions for building in-law units to consider a special exception for a local nonprofit that houses developmentally disabled adults.
The changes include allowing these units to be built in all zones where single-family residences are permitted and reducing the maximum number of mandated parking spaces for each unit to one space.
Council members questioned planning manager Steve Marshall about the parking changes and about the nonprofit exemption.
"In any instance where an (accessory dwelling unit) is proposed to be constructed out of a garage," Marshall said.
